Of the 1,200 surveyed, 67% said they support full legalization — including a majority of men and women, Democrats, Republicans, and multiple races.

However, Dr. Mark Jones of the University of Houston’s Hobby School of Public Affairs said that won’t happen in 2023.

Jones explained that “Forty percent of Texans believe that if marijuana is legalized, we will see an increase in use among those under the age of 21.” “That’s up to 50% Republican, and it’s one of the reasons we don’t see legalization across the board in Texas anytime soon.”

Support was highest among Texans who only support medical marijuana, with 82% of those surveyed saying they supported making marijuana legal for medical purposes.

Jones said any legislative movement would likely come in the form of small changes regarding medical marijuana use.

“What we might see is a more carefully tailored medical marijuana bill that focuses on diseases experienced by veterans,” Jones said, noting that Republicans would be more inclined to amend legislation that helps veterans.
