The Lagos State Government has strengthened the implementation of the World Bank-backed Human Capital Opportunities for Prosperity and Equity (HOPE) Programme with the deployment of operational vehicles to key sectors across the state.
The initiative is aimed at enhancing service delivery, improving accountability and deepening monitoring and evaluation processes under the programme.
The vehicles, handed over at the Secretariat in Alausa, Ikeja, have been allocated to the programme’s three core pillars, governance, primary healthcare and basic education, to support field operations and oversight activities.
Speaking at the ceremony, the Commissioner for Economic Planning and Budget, Ope George, said the intervention underscores the state’s commitment to strengthening institutional capacity and ensuring effective programme implementation.
He noted that logistics play a critical role in sustaining development outcomes, particularly in large-scale, multi-sectoral initiatives such as the HOPE Programme.
“The procurement of these vehicles is a deliberate step to deepen the efficiency and reach of the programme. Effective monitoring and evaluation are central to sustaining the gains recorded so far,” he said.
George added that the assets would enhance field supervision, data collection and reporting, thereby improving coordination among implementing agencies and aligning outcomes with the state’s broader development priorities.
He expressed confidence that the deployment would strengthen oversight mechanisms and translate into improved service delivery for residents.
The commissioner also commended Governor Babajide Sanwo-Olu for his continued support for the programme.
In her remarks, the Permanent Secretary, Ministry of Economic Planning and Budget, Olayinka Ojo, formally presented the vehicles to beneficiary Ministries, Departments and Agencies.
The Permanent Secretary, Lagos State Primary Health Care Board, Ibrahim Mustapha, received the vehicles on behalf of the health sector, alongside representatives of other implementing agencies.
Officials said the HOPE Programme remains a critical platform for strengthening governance systems and improving human capital development indicators in Lagos, in line with the state’s THEMES+ Agenda.
The latest intervention follows recent statewide sensitisation efforts that showcased progress recorded under the programme, with authorities signalling continued investment in tools and systems to sustain momentum.
